One qualification, three decision logics: what 'restricted work' means in each trade

Plumbing, gasfitting and drainlaying are regulated because poorly performed work threatens public health and safety. The PGDB describes ensuring competence to carry out restricted work as its core purpose, so every study topic should connect back to the specific risk each trade manages.

Trace the risk logic for each discipline before memorising any procedure. Sanitary plumbing protects potable water from contamination and protects building occupants from waste exposure. Gasfitting manages combustion, appliance safety and gas leakage risk. Drainlaying manages sanitary drainage performance and public sewer interaction. The practical consequence is that identical-sounding tasks can demand different decisions. Registration classes and supervision: matching the worker to the work before you learn the work

The PGDB administers registration and licensing so the public can trust that regulated work is done by competent people. Revision should therefore pair every practical task with the question of which registration class may perform it and under what supervision conditions.

Study the registration structure as a decision system, not a list. The Board has announced changes to the journeyman and tradesman registration class names from 1 April 2025, which is a useful reminder that class names and their scope can move. In your notes, attach each technical task to an authorisation statement such as 'performs under supervision' or 'may certify the work'. Documentation as a decision: certification records versus the self-certification endorsement

Finished work in these trades is demonstrated through records. Material rules in force now: lead-free requirements for drinking-water products

From 2 May 2026, G12/AS1 Amendment 14 introduced lead-free requirements for copper alloy plumbing products in contact with drinking water. This is a concrete, current material rule you can study directly through product markings and specification sheets.

Learn this rule at the component level. Copper alloy products means the brass and bronze fittings, valves and fixtures that historically could contain lead, and the requirement applies specifically to products in contact with drinking water. That qualifier is the decision hinge: a copper alloy component on a cold-water supply to a tap is treated differently from one on a drainage line. Practise stating, for any component you pick up, whether drinking water contacts it and therefore whether the lead-free requirement governs its selection.

Connect the rule to professional responsibility. The Board frames this as plumbers' responsibility, meaning the worker's product selection is part of the compliance story, not just the supplier's. In revision, pair the rule with its verification method: reading technical data sheets and product markings rather than assuming a fitting is compliant because it looks standard. This is also the natural place in your notes to keep a running list of which fixtures and fittings in a typical dwelling fall inside the drinking-water-contact definition.

Worked scenario A: a supervised worker asked to lay a drain to the sewer

Scenario: an apprentice whose registration class requires supervision is asked to lay and connect a new drainage run to the public sewer while the supervisor is on another job. Compare the weak and strong responses below.

The plausible mistake is treating the task as excavation rather than regulated work: the apprentice starts laying the drain and making the connection because 'digging a trench is just labour'. The error is in the first decision, not the technique. Drainlaying connected to a sanitary sewer is restricted work within the Board's regulatory scope, so the governing question is whether the worker's authorisation and the required supervision are actually in place for this task at this time.

The better decision pauses execution and resolves the authorisation question: confirm what the class permits, confirm whether the supervision condition means on-site oversight or something else for this task, and if the answer is unclear, hold the regulated portion until the supervisor can cover it, doing only the preparatory non-restricted work meanwhile. This matters because the Board prosecutes unauthorised work, and because the habit generalises: every scenario you meet in study should be opened with the authorisation check before any tool is named. Write the two versions of this scenario side by side in your notes so the contrast is visible.

Worked scenario B: finishing a gas installation and getting the paperwork right

Scenario: a worker completes a gas appliance installation and prepares to issue a certification document. The decision is which document may lawfully be issued, by whom, and asserting what. Compare the weak and strong responses.

The plausible mistake is treating the certificate as a receipt: the worker signs whatever template is at hand, asserting completion in vague terms, because the installation itself went fine. The error is that a gas certificate is a legal document about safety and compliance, and the Board's enforcement record includes penalties for issuing fake gas certificates. The governing questions are whether the worker's registration class permits certifying this work and whether the assertions in the document match what was actually installed and tested.

The better decision checks two things before signing: the worker's class and its relationship to certification for this gaswork, and the substance of each assertion on the document, replacing anything unsupported with what verification actually showed. If the class does not permit certification of this work, the correct move is to involve a person whose class does rather than issue anything. In study terms, this scenario teaches that documentation is a competence topic on its own: revise testing and verification together with the record that depends on them, and never let a template outrun the work it describes.

Practice exercise and preparation sequence: a fitting audit plus a four-week rotation

Run a twenty-minute fitting audit using components from any workshop or supplier catalogue, then rotate your study across the four decision types weekly. Judge yourself against the rubric below, treating scores as learning milestones rather than predictions.

The exercise: assemble eight to ten copper alloy components, real or from catalogue pages. For each, record three observations: whether drinking water contacts it, whether the product marking or data sheet supports lead-free compliance under the 2 May 2026 amendment, and what record you would keep of the selection decision.
